of their choosing
people chose their governors
is the definition of democracy
It is not the duty
of our government
to change
how we govern ourselves
as was attempted
by the government
of British Columbia
in the shame
'Electoral Reform Commission'
whereby the sitting government
determined which 'reforms'
could be considered
Power exerted
by special interest groups
is the root of the dysfunction
of western democracies
Whereas
it creates an adversarial environment
of us against them
Whereas
its divide and conquer by the Elite
who have no special interest
other than remaining
The Elite
Whereas
a democratic system of governance
requires a broad base
of popular support
Whereas
achieving such a broad base
of popular support
is not possible
within our present
Westminster Parliamentary
system of governance
structured on adversarial
political parties
We must look outside
of our present system
We are fortunate in Canada
that a Citizen - Led Inquiry
into Canada's
COVID-19 Response
was organized
The National Citizen's Inquiry sessions
are held in various cities
open to the public
totally free of any government
or corporate sponsorship
and would be a good reference
when the people of Canada
wish to change the way we govern ourselves
Both the Northwest Territories
and Nunavut's governments
are based on consensus
rather than the adversarial
party model
we inherited
from our colonial masters
The Northwest Territories and Nunavut
have a no party system of governance
The territory operates by consensus government;
there are no political parties.
Approximately two weeks after an election,
the newly elected legislature meets
in a special session called
the Nunavut Leadership Forum
to select the Executive Council, or cabinet.
Members of the Legislative Assembly
are sworn in by the commissioner of Nunavut.
When a plurality of like minded
independent MP's
organized as a political party
for the purpose
of changing the way
we govern ourselves
wins the majority of seats
in the House of Commons
the political party
will be asked
to form the government
by the Governor General
as is the custom
of the Westminster parliamentary system
of governance to which
Canadians presently assent
The political party
of independent MP's
would restructure
how we govern ourselves
so as to create a no party
system of governance
coupled with runoff elections
A 60/40 split in the final round
of a runoff election
would mean a divided community
A threshold of 80 percent
would solve the 60/40 split situation
though such an outcome
would be difficult to achieve
However
it could be that
at the completion
of each round of voting
the remaining candidates
would be attempting
to attract the supporters
of the candidates
eliminated
The final round of voting
between the last two candidates
would be a joint platform
created by the two candidates
that both candidates
believed their supporters
would accept
If the vote on the joint platform
exceeded 80 percent
there would be
a politically united constituency
both candidates would be elected
Yes we would have twice as many MP's
however they would represent
80 percent of the constituency
One MP could be in Ottawa
and one MP in the constituency
We could eliminate our Senate
-the last time - (GST implementation)-
our Senate preformed its 'constitutional' roll
- that being 'a chamber of sober second thought'
and returned the GST bill to the House of Commons
due to the huge resistance/dissatisfaction
by the people of Canada
Her Majesty - in defiance of the Senate -
instructed the Mulroney government
to appoint eight new senate seats
to be filled by the Conservative party's faithful
The newly created senate seats
'expired' upon the death of the senator
or retirement of the senator
Why are we paying for a 'rubber stamp' Senate?
Canada does not need a senate
If the joint platform
did not receive 80 percent
there would not be an elected MP
It would not be the responsibility
of government
or an agency
to organize a representative
It would be the sole responsibility
of the voters
in that constituency
and a demonstration
of a 'bottom up'
rather than
the present 'top down'
governance of Canada
Graham Towers was the first Governor
of the Bank of Canada
serving for twenty years
Towers was asked,
Will you tell me why a government
with power to create money,
should give that power away
to a private monopoly,
and then borrow
that which parliament can create itself,
back at interest,
to the point of national bankruptcy?
He replied,
If Parliament wants to change
the form of operating the banking system,
then certainly that is
within the power of Parliament.
Therefore
we are on 'solid ground'
when we propose to
Change the form of operating
the banking system
From 1938 - when the Bank of Canada
was nationalized -
to 1970 it was the duty
of the Bank of Canada
to protect the value
of our currency
hold commercial banks'
cash reserves
provide over night credit
to commercial banks
and to fund government debt
by purchasing government securities
Whereas
The Bank of Canada Act was amended
in 1967 to allow the Bank
to accept interest bearing deposits
from the Bank for International Settlements (BIS)
other central banks
the IMF
the International Bank for
Reconstruction and Development
as well as other official international
financial organizations
Whereas
the amendment states that
the Bank of Canada
may accept interest bearing deposits
which the Bank of Canada chose to do
hence forcing the Bank
to operate 'as if'
it is a private central bank
creating profit to pay interest
on the aforesaid deposit accounts
Whereas
the Bank of Canada
no longer operates
as a public utility
as was the intention of the
Parliament of Canada
when all of the Bank's shares
not held by the Government
were purchased
by the Government in 1938
transforming the Bank of Canada
to the status of a public utility
It is noteworthy that our government
had the foresight to fully nationalize
the Bank of Canada
on the eve of the Second World War
thus avoiding interest payments
to private investors
known as war profiteers
Whereas
Our sovereign debt began to climb
after the Bank of Canada Act
was amended
Whereas
Canada granted imunity from prosecution
to the Bank for International Settlements
Therefore
We cannot trust our government
to manage the Bank of Canada
in our best interests
We need to retake control
of the Bank of Canada
Canadians do not often think of Canada
as a leader
we mostly think of Canada
as a follower
However in 1950
Canada lead the world
when the Bank of Canada
exited the Bretton Woods Agreement
with its pegged exchange rates
twenty-one years before
the Federal Reserve exited
the Bretton Woods Agreement
It would therefore not be unusual
for Canada
to once again
lead the world
